I think it was a factor of the large number of choices relative to the
number of voters (and especially to the number of ballots cast), so
most languages only had a handful of votes; the counting was pretty
sensitive to minor changes in ballots.
And also the fact that there were no clear favourites -- in many
elections, there are typically two or three favourites along with a
large number of also-rans, but here the four languages Feayran Kelen
gzb Ithkuil/Ilaksh were roughly equally popular, with Laadan following
fairly closely, which "diluted" the voting strength a bit.
You'd also get things such as languages "popping up" in a middle round
only to get eliminated in the immediately following round, which is
probably unusual.
