As an aside, what forum is this?  Is it devoted to conlangs in
general, or a particular kind of conlang, or did conlangs come up in
discussion on a more general forum?

Ah, it's a forum (in French) run by the EU about the probable future of Europe's linguistic policy, and its main topic is auxlangs:

For the moment, it seems that the Esperantists have been unable to respond to criticism, and I wonder if the "Kotavists" are now doing the same !
