Yes, it seems to me that you can list as many conlangs (included in the list) as you wish in the ballot. 
I had asked if some limitation would not ease the work of the vote counters, but, finally, they came to the conclusion that a limitation was not necessary.

And I think you can list as many or as few as you like.
