My guess is that both Hotmail and Outlook default to HTML email, so
you can create clickable links.

The difference is probably that Outlook notices things that look like
URLs as you type them and turns them into links for you. Whereas
Hotmail makes you explicitly click its hyperlink icon to turn it into
a link.
